Principle
For most RAP districts, there
is little interest or concern about road maintenance. Rather, the
pressure is on to have more roads. But the unavoidable truth is
that without maintenance at around 1.5% of the investment, the initial
investment will certainly be lost. Getting this idea over to governments
and politicians is hard, and so in RAP2, a maintenance component
was introduced on the basis that for the three year period of RAP2
at least, roads would be kept open and used to the full extent,
and that the politicians and the people would see regular traffic
on the RAP roads, when other roads were in the constant crises of
emergency fixes. Over a three year period, RAP would give technical
assistance to the road managers (District Technical Officers and
their staff) and RAP would fund 70% in year 1, 30% in year 2 and
just the TA in year 3.
