Road Construction

RAP works in seven hill districts, three districts in the west of Nepal, being Doti, Achham and Dailekh in western Nepal, and four districts in the east, being Khotang, Bhojpur, Sankhuwasabha, and Terhathum in eastern Nepal. The primary purpose of the programme is to improve connectivity of rural hill communities, enhance economic and employment opportunities and increase access to market and social services for the rural poor and disadvantaged.

RAP follows a phased approach to road construction, using labour-intensive methods, where blasting and heavy machines and equipment are not used at all. Where topography allows, in areas of moderate cross slope, the phases of construction are combined. The roads are designed and built to fair weather district road standards with earthen surfaces, following completion of engineering surveys.

Road Building Groups (RBG) and Special Building Groups (SBG) carry out all the road construction activities. The only mechanised equipment used are small petrol powered rock drills.
Management of all the activities at District Level is provided by the District Technical Assistance team, with the support of Supervision Consultants and NGOs.
Procurement for construction materials and tools is through normal and transparent tender processes.
Quality Control of materials, construction activities, and measurement is monitored at both Central and District levels
Environmental Management and Bioengineering follow the Environmental Protection Act, plus the Roadside Bioengineering Handbook and Manual developed for Nepal.
Traffic Surveys on RAP1 road are carried out every month
